Yes: outbound calls run through LC Phone
Yes. GoHighLevel can make outbound calls from its web dialer, from the mobile app and from automated workflow steps. Calls run through LC Phone, HighLevel's built-in phone service, or through a Twilio account you connect yourself. They are billed per minute from the account wallet and are not included in the monthly plan.
HighLevel does not tie calling to a named plan on the pages we read. The pricing page describes inbound and outbound calling among the core features, and Starter at $97 a month is listed with all core features. Confirm it in the 14-day trial. The outbound rate is made of two parts: $0.0126 for the call to a US number and $0.004 for the user's connection. Calls are billed in whole minutes, so a 61-second call counts as two.
A worked example: a plumber returns 15 calls a day for 22 working days at an average of three minutes. That is 990 minutes, or $16.43. Recording every call adds $2.48, and one local number adds $1.15. The month comes to about $20.06 in call charges on top of the subscription. Our cost worksheet lets you run your own numbers.
How to place an outbound call in GoHighLevel
The documented steps in the web app are:
- Click the green phone icon in the top navigation.
- Check the Calling From number, and change it if your permissions allow.
- Choose Keypad, Contacts or Recents.
- Enter or select the number.
- Click the call button.
Before that works you need a phone number or caller ID assigned to you, the calling permission on your user, microphone access in the browser and working audio devices. HighLevel also says to set the Outgoing Call Timeout to at least 20 seconds, or calls may drop before the other side answers.

Number registration: SHAKEN/STIR for calls, A2P for texts
The two registrations are often confused. A2P 10DLC is a registration for text messages from local numbers. It is not what governs voice calls. You will still need it if your calling routine includes a follow-up text, and the cancellation rules show that A2P registrations are tied to the numbers on the account. HighLevel's pricing article shows one-time A2P brand and campaign fees between $22.50 and $64.00 and monthly campaign fees between $1.50 and $10.50.
For voice, HighLevel offers three trust settings for US numbers:
- SHAKEN/STIR. Lets carriers verify that your business may use the caller ID shown. It requires an Employer Identification Number.
- Voice Integrity. Submits your numbers to the analytics firms First Orion, Hiya and TNS to reduce spam labels. SHAKEN/STIR must be finished first. HighLevel says most applications clear within two business days.
- CNAM. Optional. Attaches your business name to the number.
HighLevel is clear that none of these guarantees a call will not be marked as spam. You can also verify a number you already own and show it as caller ID on outbound calls. The Voice Integrity article does not state a fee, and it covers US numbers only.
Voicemail drop and call recording settings
Call recording is switched on per phone number under Settings, Phone System, Phone Numbers, then Edit Configuration. It applies to inbound and outbound calls. There is an option to play a recording notice, and the default announcement tells the other party the call is recorded for quality purposes. HighLevel notes that many US states legally require such a notice, so check your state's consent rule before turning the message off.
Voicemail drop, also called ringless voicemail, is a workflow action named Voicemail. You upload an MP3 or WAV file at 64 kbps and the system delivers it to the contact's voicemail. HighLevel says you must have the recipient's consent to prerecorded or automated calls, that it is not suitable for cold outreach, that delivery is not guaranteed on every carrier and that sending limits apply to newer accounts.
Who GoHighLevel outbound calling suits
It suits a local business that calls back its own inquiries and wants each call, recording and follow-up text stored on the contact record. Usage billing favors low and moderate call volumes, as the example above shows.
It suits cold-calling teams less well. HighLevel documents no predictive dialing, voicemail drops require prior consent, and new numbers need trust registration before answer rates hold up.
